His Majesty's Goverment propose to adopt whichever of the

fol wing alternatives the Nanking Government would

prefer; (1) that the present arrangements under which

export licences are issued only after the Chinese Kinister

has signified his approval would continue provided that

the Chinese Minister would give his approval on the

prednetion of permits issued by Provincial Governments;

(2) to drop the present arrangements and to supply the

Chinese Minister in Londen with information as to the

licences issued. In their letter of the 3rd July, 1954,

(F. 3511/15/10) the Foreign üffice expressed reinetmee to

carry into effect the above suggestions because there

seemed to be a prospect of bringing all important armo

supplying countries to adopt the procedure of issuing

licmoes for the export of arma to Chins only with the

consent of the local Chinese Minister after the issue of

a permit to import by the Nanking Governmeni të

unfortunately satisfactory replies sould not be obtained

from the Belgian and the Swiss Governmenta, and the reply
